Mr. Ali Raza Bhutta is a public policy, governance, and public finance professional with over three decades of experience in the Pakistan Administrative Service at the federal and provincial levels. He has held several senior leadership positions in the Government of Pakistan, including Secretary, Power Division; Secretary, Petroleum Division; Secretary, Poverty Alleviation and Social Safety Division; Secretary, Science and Technology Division and Secretary, Human Rights Division. He also served as Secretary Finance, Secretary Energy and Power, and Secretary Elementary and Secondary Education in the Government of Khyber Pakhtunkhwa.

During his public service career, Mr. Bhutta led and contributed to major policy and institutional reforms in public finance, social protection, and the energy sector. His experience includes electricity subsidy reform, petroleum sector crisis management, public financial management reform, and reform of large-scale beneficiary targeting and cash transfer systems. He also brings extensive board and corporate governance experience, having served as Chairman or Director on the boards of major public sector entities in the power, petroleum, infrastructure, telecommunications, and finance sectors, including PARCO, CPPA-G, NESPAK, OGDCL, PPL, MPCL and GHPL.

Alongside his civil service career, Mr. Bhutta has also worked as a policy and governance consultant and senior adviser with development partners, including UNDP-supported programmes and international consulting firms, with assignments covering energy sector reform, climate governance, public financial management, climate finance, and institutional reform. He holds an M.Phil. in Economic Development from the University of Glasgow and an MBA from Quaid-i-Azam University, Islamabad.
